Subject to The Believe, one cannot build a hotel chain in the international platform with only local expertise. It does not work this way, otherwise for example an international chain like four seasons will be employing all local expertise. One must combine local and foreign expertise. The idea is to start with a selected crew of foreign and localise with local expertise.

It is challenging for an international brand to go into partnership with any company to co-own the managment company. If they sell four seasons hotel , then its only four seasons managment. The best Zongke can do is a 2nd Tier Brand  where they will allow you to use their name without managment e.g.Ramada

To work with LOXY, one can forsee only 2 major challenges, that LOXY is a new brand and could possible be in non existance eventurally.  To sustainciate LOXY's sincerity, this is the major reason why LOXY is willing to work for less the amount in the beginning. If Zongke feels that they need more guarantee, LOXY is prepared to inject an amount  as operating funds or guarantee into Orient Hotels & Resorts. In line with this Zongke will do same . ( this will resolve the major risk )
